The Failure of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Immense energy is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to pressure the Kremlin to abandon the land that it presently holds in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its benefit.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
